Welcome to the website of the Department of Public Administration at the University of Calabar- the paradise city. Our academic programmes and research efforts are focused on addressing the major challenges in governance and opportunities in public sector organizations in this era of globalization by teaching and training students to develop ethical, inclusive, creative and intelligent skills and lifelong experiences leaders need to be successful in public service. We are uniquely located in an environment that is very conducive for the teaching and learning of public service education and research where students are trained to have a deeper understanding of the relationship between the theory of social science and its practical application. Our approach tries to address the challenges associated with both traditional and neo-public administration, local and urban governance, gender issues and development, climate governance and so on. The Department of Public Administration has a rich history and a captivating profile of impacting positivity on the manpower resources of public governance in Nigeria. This success story of excellence is reflected in our past products occupying strategic positions in the public and private sectors of the country. In the Department of Public Administration, an enabling environment is created for students and staff. This, coupled with the cream of a well-trained and highly experienced team of academic and administrative staff and professionals, assist in the realization of the life dreams of students. The courses in the Department are specially designed to inculcate both theoretical and practical knowledge of Public service processes and procedures to students. This blend/marriage of theory and practice in our courses is targeted at producing productive public administrators and managers for the country and the world in general from any of our academic programmes. We run courses that lead to the award of B. Sc., M.Sc. and PhD degrees in two programmes: Policy and Administrative Studies and Public Administration.

The general philosophy of the programme is anchored on the belief that training and development will develop the mind, impart the requisite theoretical and practical knowledge on students, develop and build self-confidence, equip students in the programme to be innovative and self-reliant in the field of administration and managing the complex relations in public organizations and ever changing bureaucracy.
The major objectives of a Degree in Public Administration are to:
i To train and equip students for administrative and managerial positions/responsibilities in Government, industries and other related careers in the public and private sectors.
ii. To train and retrain public officers or individuals aspiring to enter the administrative cadre in our public service with emphasis on efficient, profitable and responsive administrative policy execution.
iii. To equip students with skills, abilities and competencies to new developments in public administration that may be needed from time to time especially in the era of career and specialized public service.
iv. To equip students with knowledge and skills in empirical research methods for efficient administration.
v. Provide requisite knowledge and skills fundamental in understanding and analyzing problems related to the administration of public and other human organizations.
vi. Equip students in the programme with knowledge and skills of decision making, particularly social engineering and analytical skills needed for recognizing, identifying, defining and solving social and administrative problems.
vii. Develop in students, leadership and interpersonal skills in Public Administration.
viii Impart on students the knowledge and skills that will empower them to be change agents and transformational leaders.
Following the directive of the NUC Accreditation Panel which accredited the B.Sc Public Administration programme house in the Department of Political Science, the Senate considered and approved the establishment of the Department of Public Administration on 9th June 2012. This paved the way for the take-off of the Department in the 2011/2012 academic session. Before then, Public Administration programmes (B.Sc Public Administration and B.Sc Policy and Administrative Studies) were non-NUC programmes administered by the Department of Political Science. The department had academic staff that specializes in Public Administration and Political Science respectively. Subsequently, staff who specialize in Public Administration were moved to the new Department. On October 1, 2012, Dr. Felix Akpan, an Associate Professor of Public Administration was appointed the Pioneer Acting Head of Department.
