OFFICE OF THE VICE-CHANCELLOR
The Vice-Chancellor is the Chief Executive and Academic leader of the Institution. There is an office of the Deputy Vice-Chancellor which is directly under the office of the Vice-Chancellor. Other units under the office of the Vice-Chancellor include, Academic Planning Unit and Physical Planning Unit each headed by a Director. Other units are: The Audit Unit, Estate Unit and the Information & Public Relations Unit, with stipulated functions.
ACADEMIC PLANNING UNIT
The Academic Planning Unit is a unit under the Vice-Chancellor’s Office responsible for advising the Vice Chancellor on academic programmes and planning. The Unit is headed by the Director of Academic Planning. The function of the Academic Planning Unit involves Financial Planning, Academic Planning, University planning and Co-ordination and Facilities Planning. The current Head of the unit is Professor Patrick Asuquo.
INFORMATION/ PUBLIC RELATIONS UNIT
The Information/Public Relations Unit of the University of Calabar is domiciled in the Office of the Vice Chancellor of the Institution. The Office is headed by the Information Officer who is a spokesman and image maker of the Institution.
The Information Officer is ably supported by the onerous task of managing the Institution’s Image by a crop of professional teaching and administrative staff.
The professionals include editors, reporters and graphics artists why the technical staff comprises video editors, cameramen and photographers. The administrative cadre covers the secretaries, clerical staff, and core administrators.
The Information Unit primarily handles the Public Relations Functions of the University and publications. Other functions of the Unit include:
- Providing the link between the University and media on all media related matters.
- Maintaining sound relationship between the Institution and her various publics.
- Production of University publications like the bulletin, calendar and a host of others.
PHYSICAL PLANNING UNIT
The physical planning unit has three sections, these include, Physical project implementation section, Park and Gardens section, Sanitation section.
PHYSICAL PROJECT IMPLEMENTATION SECTION
The functions of sthis section include; Advising the University on physical development and plan implementation; Designing and supervising of physical structures: House and other infrastructures; Advising on financial control of project to ensure both value for money spent and quality of work done. Liaising with external consultant where necessary to ensure that project costs are not over bloated, Interpretation of the master plan to avoid haphazard development, Supervision of construction to ensure strict compliance with contract document.
PARK AND GARDEN
This section ensure the aesthetics quality of the build environment of the University and promotes the visionary spirit of maintaining the natural and manmade landscape elements.
SANITATION SECTION
The responsibilities of this section include;
- Disposal of solid waste from designated refuse points on campus
- Cleaning of all classroom and adjoined toilets
- Cleaning of Hostels even on public holidays, weekends and strike periods to maintain neat and tidy environment.
- Fumigation of students hostels periodically
- Opening up and cleaning quitters
- Cleaning of roads all over the campus including staff village
THE INTERNAL AUDIT
INTRODUCTION
This is a unit in the Vice Chancellor’ Office set up in 1981 to carry out independent appraisal activities on the financial functions of all sectors of the University and ensure compliance of staff with management policies on finance. It is headed by the Director of Audit who report to the Vice Chancellor.
ORGANOGRAM
The functions of the unit are performed through the services of six major sectors. The sectors are: Administration, prepayment Audit, Post Payment Audit, Asset Verification and Monitoring Audit, Price Monitoring and System Appraisal, Business Audit.
The above six section are compartmentalized into three major Division for ease of control. The divisions are: Administration, Prepayment Audit, Post Payments Audit.
The Estate Unit takes responsibilities of every property of the University and advocates the unserviceable once to the central stores for possible disposal by the Board of surveys. Routine inspections and assessment of the University residential quarters for rehabilitations is the responsibilities of the Unit.
The secretariat of the Housing Allowance Committee is the unit schedule of duties. Property valuation of the University structures/landed property is done by the Estate surveyor and valuer in the Estate unit. Among other sub-committees, the Estate unit serves in the Board of surveys of the University. The Estate Unit Staff check in new assignees to the University quarters and check out those vacating some. The Estate Unit relate with the state water board in respect of water supply to Unical quarters outside the quarters and campus e.g. the state housing estate, Calabar. It processes water bill in respect of those houses for settlement.
SECURITY SERVICES
The University has a security Department which provides security services to the entire University community on a 24 hours basis. The Department helps in the protection of life and property of all the staff and students of the University. Students are therefore advised to be law abiding and cooperate with the Security Department in the maintenance of law and order in the University. Students are also advised to take appropriate measures in respect of their belongings and the University property.
